Comparative Research Networks 2015 Competition

CODESRIA is a Pan-African membership research organization established in 1973 with the broad goal of promoting the work of African and Diaspora social scientists. The Comparative Research Network Competition is a long-standing tool that CODESRIA uses to encourage the development and consolidation of a comparative analytic perspective in the work of African social science researchers. The goal of the program is to contribute to the establishment of a strong corpus of comparative studies produced by African and Diaspora scholars that is theoretically innovative while being grounded in sound empirical research. The competition seeks to support work employing temporal and spatial frames of analysis and units of analysis that range from the regional and sub-regional to the national and local. The CODESRIA CRN Program encourages intra-African comparative work that explores and exploits the variegated nature of social realities on the continent as well as studies that put the continent in conversation with other areas of world with particular emphasis on the Global South.
Priority research themes for the constitution of CRNs for 2014 include the following:

1. Higher education, ICT and internationalization: the changing landscape of higher education and research; neo-liberalism, its evolution and African responses to it;
2. Climate change, resources and development: the new scramble for African resources; agrarian transformation and agricultural development; value addition, industrial and service sector development;
3. Health and welfare: public health systems, epidemic control, social security systems, and safety nets;
4. Politics and governance: Human rights; citizenship; social movements and evolving modes of civic engagement; peace, security and the rule of law;
5. Gender, youth, culture and transformative social policy: new frontiers of activism; self-actualization in changing global contexts; the construction of more inclusive political systems; changing modes of being; changing modes of re-presentation;
6. Regional and continental integration, mobility and the African Diaspora: evolving modes of engagement; the Diaspora and fashioning of the Africa to come; movement in the era of border fences; reconciling upward integration and grassroots empowerment;
7. Knowing and engaging the rest of the world: African encounters with globalization; the study of other regions of the world; South-South relations; the emerging powers; and the comparative study of historical experiences of development and governance;
8. Thinking about the future: prospective studies; planning; and ways of dealing with uncertainty in Africa.

Call for Applications: Laureates

The Council for the Development of Social Science Research in Africa (CODESRIA) invites proposals from researchers based in African universities and research centers for the constitution of Comparative Research Networks (CRNs) to undertake studies on the themes listed above. Applicants are advised to clearly highlight the comparative character of their work in all sections of their proposals with particular emphasis on how their study designs, research methods and research activities enable them address the comparative questions posed. The independent selection committee will eliminate proposals that do not do so sufficiently.
CRNs should have between three and five members. It is advantageous to ensure that proposed networks are multidisciplinary in composition, sensitive to gender issues, and accommodative of younger scholars.

Interested researchers should submit application packages containing the following required materials. Please note that applications that lack any of these elements will be discarded.

  • A proposal with the following sections: an introduction; statement and contextualization of question; brief review of literature and/or competing hypotheses; study design and research methodology; theoretical and practical significance of the study; any progress made so far on the subject of the proposal; and a brief summary of budget and research plan. Proposals must be submitted as Word documents and should be 10 pages long (font type: Times New Roman; font size: 12; line spacing: double). Brief budgets, which should be incorporated into proposals, should take into consideration the fact that CRNs have a strict 15-month lifespan. This means that the demonstration of significant prior research in the chosen area of work that will facilitate the fast completion of the project will be an added advantage. Although grants awarded for CRNs vary from group to group, applicants should note for indicative purposes that recent grants ranged between USD 15,000 and USD 35,000. No specific format is required for the presentation of budgets but the Council covers the following costs:
    • Field work undertaken by the members of the network
    • Books purchased for the work of the CRN
    • Honorariums paid to members of the CRN for work undertaken
    • A review workshop to evaluate progress made by members
    • Final workshop

 A cover letter listing network members and coordinator(s) and their email addresses and phone numbers
 CVs of all network members that contain full contact details including email and phone numbers
 A completed version of the identification sheet attached to this call

The deadline for submission of applications for the 2015 CRN Competition is February 28, 2015. Notification of the result of the selection process will be done by March 31, 2015. CODESRIA will organize a methodology workshop for selected CRNs members in the final week of April 2015.

Call for Applications: Evaluators

CODESRIA invites highly qualified African and Diaspora researchers with significant experience in the conduct of comparative research and/or teaching of comparative research methodology to apply for the position of evaluator for the 2015 CRN grant competition. Evaluators perform the primary function of reading, commenting on and ranking CRN proposals.

CODESRIA offers a modest honorarium for the work of evaluators and often invites some evaluators, under separate contracts, to also serve as resource persons during workshops for CRN members.

AFRICAN DIASPORA SUPPORT TO AFRICAN UNIVERSITIES PROGRAMME

Under its newly launched African Diaspora Support to African Universities, the Council for the Development of Social Science research in Africa (CODESRIA) is pleased to invite interested scholars universities to submit proposals for joint research projects.

The Programme seeks to mobilize the African academic diaspora to support the teaching of higher education, the humanities and social sciences in African universities and to strengthen the linkages between African academics in the diaspora and African universities. It seeks to mobilize African academics in the diaspora to contribute to the strengthening of African universities, the nurturing of new generations of scholars in Africa in a culture of excellence, and the revitalization of the social sciences, higher education studies, and the humanities. The specific objectives of the programme include the strengthening of PhD programs and the curricula in the social sciences, higher education, and the humanities; contribute to the filling of gaps and dealing with shortages in teaching; PhD supervision and mentoring of young social science scholars in Africa, more generally; as well as in strengthening the relationships and linkages between African academics in the diaspora and the institutions where they are based with African universities.

The Programme derives from CODESRIA’s mandate as the leading pan African social science council of the continent and its responsibility to help address the problem of the shortage of qualified academic staff in many African universities both for teaching and for PhD supervision, particularly with the creation of hundreds of new public and private universities. The consequences of these shortages include the lack of capacity in most of the social science and humanities departments and schools in African universities to organize quality postgraduate programs and conduct research. In some instances, capacity for postgraduate supervision does not exist, and doctoral and masters students take longer to complete their programs due to a lack or shortage of qualified supervisors and mentors.

On the other hand, the existence of a large African academic diaspora has been documented in numerous studies. Many of these scholars are willing to lend a hand in the revitalization of universities in their home countries or elsewhere in Africa. Other highly qualified academics are circulating outside the universities, within Africa itself, and it would be important to have an initiative that taps into the knowledge and skills they have. Therefore, one effective way to address the shortage of qualified senior academic staff and PhD supervision capacity in African universities is to mobilize the academic diaspora to support universities in Africa. The initiative will do this through the following strategies:

  • Organizing the joint supervision of masters’ and doctoral students in the SSH;
  • Facilitating the review and further development of curricula in the SSH;
  • Organizing the sharing of course outlines and relevant literature, and the introduction of new teaching methods
  • Enabling diaspora academics to take up short-term teaching engagements at African universities, as part of their sabbaticals;
  • Establishing a College of Mentors of early career academics in African universities, including through joint research and publications
  • Enabling diaspora academics and senior African scholars to serve as external examiners in each other’s university departments
  • Enabling diaspora academics to serve as directors and resource persons in the various research and training networks that CODESRIA will undertake as part of the proposed initiative.
  • Organizing experience-sharing / training workshops for PhD advisors, as well as summer schools for advanced doctoral and post-doctoral students and early career academics.
  • Launching a scholar exchange program through which CODESRIA will facilitate the hosting of visiting African professors and guest researchers by diaspora academics, and the hosting of diaspora academics by African universities

The programme is organized around the following activities:

  • Visiting Professorships: diaspora academics will visit African universities for durations varying from 15 days of stay to 3 months; the African universities hosting them provide accommodation, or help them rent apartments at reasonable rates.
  • Curriculum review and development
  • Sharing course modules and relevant literature
  • Mentoring and co-supervision of doctoral students (a College of Mentors)
  • Summer Institutes
  • Advanced workshops for PhD advisors based at African universities
  • Join Research Projects on the African diaspora and diaspora linkages (including scoping studies, and a review of current policies and frameworks for the governance and management of the linkages between African institutions and the diaspora)
  • Publications

This particular call targets African scholars in the Diaspora and researchers based at African universities, with a view to creating joint research networks around joint research projects on the kinds of challenges facing African universities that the Diaspora could help overcome; or to the kinds of linkages existing between the Diaspora and African universities; or on any of the issues on the CODESRIA research agenda in ways that would lead to the filling of knowledge gaps and enhance research capacity in African universities.

Each network should involve scholars based at African universities and scholars in the diaspora, cover two or more countries, and undertake research on contemporary issues/challenges that the SSH in African Universities ought to be addressing. Applicants should be those in the SSH disciplines, who have completed their PhD studies or are at the advanced stage of their PhDs. Proposals revolving around the following broad themes are encouraged.

  • Challenges facing African universities that the Diaspora could help overcome;
  • Linkages existing between the Diaspora and African universities;
  • Diaspora engagements with African universities;
  • Policies and Incentive structures for mobilizing the African diaspora to support African higher education and research;
  • Strengthening PhD programs in Higher Education, the SSH in African Humanities;
  • Governance : Political, economic, environmental, social etc ;
  • Current trends in economic theorization and African development;
  • Higher education transformations and research trends in the SSH;
  • Gender and African Development in the 21st century;
  • Law and order regimes; including Africa’s insertion into international law;
  • Emerging issues in land use and distribution; including issues of Biotechnology, food production and hunger in Africa;
  • Extraction industries and Africa’s sustainability;
  • Digital age and cultural reproduction in Africa;
  • Political transitions and the fate of the state in Africa;
  • SSH and emerging forms of Social Policy regimes in Africa;
  • Emergent religious movements and forms of religious fundamentalism;
  • The youth in African politics, economics and development discourse.

The joint research networks of African and African diaspora scholars should cover at least one of the following countries: Ghana, Nigeria, Kenya, Tanzania, Uganda and South Africa. Proposals with a strong multidisciplinary orientation and gender and institutional diversity in terms of the composition of group members are highly encouraged.

Eligibility

Interested academics and researchers of the African diaspora and those based in universities located in any of the countries listed above are requested to send in their research proposals, focusing on specific issues revolving around the broad themes identified above.

Application Requirements

a) Research Proposal: Each proposal should be between 10 and 15 pages, clearly highlighting the issue(s) to be pursued. It should include: an introduction, problem statement, literature review, objectives of the study, research methodology and the results anticipated from the study.

b) Work Outline: A detailed outline and time frame should be provided for each of the proposed activities, bearing in mind that the duration of the grant is 18 months from the date the grant is awarded.

c) Budget: Applicants are required to provide a detailed budget – up to a maximum of USD35, 000 – which includes the fieldwork, travel and subsistence costs they expect to incur throughout the duration of the grant.

d) Reference Letters: Each proposal should be accompanied by reference letters for each of the network members from the dean of the candidate’s faculty, confirming his /her institutional affiliation and an attestation to the applicant/s capacity to undertake the work if awarded the grant.

e) Curriculum Vitae: Each proposal should be accompanied by detailed curriculum vitae, of the applicants showing clearly the candidate’s publications and research undertakings.

f) An identified coordinator of the network who will be responsible for the overall coordination of the work and account for the financial aspects of the network and the final scientific output.

g)Commitment Letter: A one-page letter is expected from the coordinator of the group, affirming his/her readiness to coordinate the work and submit a monograph-length scientific report of between 80,000 and 100,000 words on the outcome of the research carried out. The letter should also show the applicants’ commitment to carrying out all revisions arising from the peer review of their report in a timely manner, and an affirmation of their understanding that the final version of the report may be considered for publication in any of the CODESRIA publication vehicles.

Textbook Programme: 2015 Call for Applications

The Council for the Development of Social Science Research in Africa (CODESRIA) is pleased to announce its programme for the publication of textbooks for use in African universities. The programme is aimed at making available to teachers and students textbooks that are adapted to the African context and the research and learning environment on the continent. It is an important element of CODESRIA’s institutional mandate and publication strategy. Through this programme, the Council aims to contribute to the nurturing of young African researchers as part of a tradition of critical, engaged and rigorous scholarship premised on strong methodological and theoretical foundations.

African researchers are invited to submit their textbook manuscripts to the Council. This programme is for senior scholars with a proven track record of academic achievement and a demonstrable knowledge of the domain in which they wish to produce a textbook. In selecting proposals, the Council will lay emphasis on the value which is likely to be added by the manuscript. Proposals can be submitted by single authors or by a team of contributors. Each textbook can be organized around a discipline, a body of disciplines, or a specific theme. The textbooks will cover the African continent, a sub-region or a specific country.

Applications under the 2015 Textbook Programme should include the following materials:

1. A letter of interest including a clear theoretical, methodological and pedagogical justification of the proposed textbook ;
2. A textbook manuscript;
3. The curriculum vitae of the project coordinator and a bio-sketch of each contributor in the case of a team of contributors;
4. Two copies of the publications of the candidate or project coordinator which they consider to be the most significant and relevant to their manuscript proposal.

All applications received will be reviewed by an independent selection committee and those selected will receive funding from CODESRIA. Call for Applications • PhD/Doctoral Scholarships 2015

The National Institute for the Humanities and Social Sciences (NIHSS), in association with the Council for the Development of Social Science Research in Africa (CODESRIA)

 

The NIHSS has partnered with CODESRIA to develop the African Pathways Programme scholarship. The aim of the scholarship is in line with the mandates of the Institute and Council to promote and facilitate research in the humanities and social sciences as well as to explore new vistas in pan-African scholarship.

Applications are invited from suitably qualified non-South African students to study full time towards a doctoral degree in the humanities and social sciences at any public university in South Africa. The scholarship will be allocated to students whose research is focused on their country or a comparative project on the following broad themes:

 Pre and post-colonial states, institutions and local experiences
 Histories and legacies of liberation struggles
 Regional integration, new development and economic alternatives
 International political economy and the role of African humanities
 Heritage, identity and culture (including literature, performance, art and musicology)

Value, period and conditions of the award: The value of the award is R120 000 in the first year. Annual renewals are subject to proof of satisfactory progress. The maximum period for the award is three years. Successful candidates will be expected to sign a contract as regards conditions of the scholarship.

Eligibility: Only non-South African citizens (in any country in African) from designated groups, with a preference to women.

The chosen candidates should meet the following requirements:

 A successful completion of a Master’s degree, or entering the first year of PhD/doctoral study following an upgrade from a Master’s registration, or registered for PhD study in first year of enrollment
 Academic merit
 Coherence and feasibility of the proposed research project and contribution of the project to the body of knowledge in the field

Application: Candidates should provide the following supporting documentation as part of their application:

1. A cover page including the following:
 a. Full names and surname as they appear on your passport;
 b. Full contact details, including residential and postal address; email and telephone number(s); and
 c. Name of institution at which you wish to complete your PhD studies full time.

Call for Applications: 2015 Small Grants Programme for Thesis Writing

The Council for the Development of Social Science Research in Africa (CODESRIA) is pleased to announce the twenty-sixth session of its Small Grants Programme for Thesis Writing. The grants serve as part of the Council’s contribution to the development of the social sciences in Africa, and the continuous renewal and strengthening of research capacities in African universities, through the funding of primary research conducted by graduate and postgraduate students. Hence, candidates whose applications are successful are encouraged to use the resources provided under the grants to cover the cost of their fieldwork, the acquisition of books and documents, the processing of data which they have collected and the printing of their theses/dissertations. As the Council is strongly committed to encouraging African researchers to engage one another on a sustained basis, recipients of the small grants will also be supported to order books and journals produced by African scholarly publishers, including CODESRIA itself. They will also be encouraged to apply for participation in CODESRIA research methodology workshops.

ELIGIBILITY: The CODESRIA Small Grants Programme is opened to students currently registered in African universities, and preparing their research in all social science fields and other disciplines involving social or economic analysis. Preference is given to PhD and Master students.

APPLICATION PROCEDURES: Grants are awarded solely on merit, that is, on the strength of each individual application received by CODESRIA. All applicants are required to use the application forms designed by CODESRIA which is made available along with this announcement. The application forms can also be downloaded from the CODESRIA website (www.codesria.org). In filling out the forms, applicants are requested to bear the following guidelines in mind.

 Research proposal: The research proposal should be based on an innovative problematic which sets out the originality of the theme in relation to on-going research in the same area. Candidates’ research proposals should each contain a clear statement of the research hypotheses, a critical review of the existing literature, the methodology to be used, the expected results of the work, and a detailed work plan and timetable.

 Budget: Applicants should present a detailed budget with expenses clearly linked to specific phases of their research. The budget should not exceed USD 5,000 for PhD and USD 3000 for Masters. Only trips for fieldwork in the country in which the research is actually conducted are funded under this grant.

 Statement of institutional support: A statement is required from each applicant’s institution of affiliation, giving approval to the proposed research and an assurance of continued institutional support throughout the preparation of the thesis/dissertation. This should be done on the institution’s letterhead and must carry the official stamp. Contact details of the officer issuing the statement must also be included. CODESRIA will contact him if necessary.

 Letters of reference: Two letters of reference must accompany each application, one from the thesis/dissertation supervisor, assessing the applicant’s research proposal and abilities; and the other from a faculty member, assessing the applicant in relation to other graduate students, and commenting on the scientific merit and validity of the proposed research. Contact details of the thesis or dissertation supervisor must be included in the letter of reference.

 Curriculum vitae: Applicants must include their current curriculum vitae which, among other things, indicates their discipline and nationality, and provides a list of their recent publications and on-going research activities.

Please note that any application submitted without a duly completed application form will automatically be dismissed.

APPLICATION DEADLINE: The deadline for the receipt of applications is Wednesday 15th April, 2015. An independent selection committee will meet in Dakar from 4 to 8 May 2015 to review the applications received. The results of their deliberations will be announced shortly after. Incomplete and late applications will not be considered.

DFG/ICSU/ISSC Young Scientists Networking Conference on Integrated Science

A key theme of the Rio+20 United Nations Conference on Sustainable Development, held in June 2012, was the promotion of a “green economy”. Future Earth, launched during Rio+20, is an ambitious new 10-year research programme which will provide the knowledge we need to tackle the most urgent challenges of the 21st century related to global sustainability, and that includes issues relating to transformations towards green economies.

The green economy is portrayed as part of the solution to the global economic crisis and as an innovative and efficient way of advancing the environmental change agenda. A central tenant in the transition towards green economies is determining how to maximise human outcome within planetary constraints and boundaries, with the goal to make economic stability and global markets compatible with sustainable development. Green economies are expected to ensure the maintenance of ecosystem services, the promotion of human wellbeing, and social equity. These goals may facilitate each other or appear to be in conflict in global issues such as public health, food production, biofuels, forestry, nature conservation, water management, climate change, human conflicts and urbanization.

To this end, we may rely upon a wide set of tools including improved valuation and forecasts of services, as well as political and socio-economic innovation in governance, regulatory systems and authorities, markets, institutions, community, and payment scheme instruments.

The extent to which there are genuine synergies rather than trade-offs between these economic, social and environmental objectives is a particular gap in knowledge. A major challenge for the 21st century is the harmonization of these interlinked aims.

The current global challenges require interdisciplinary collaboration, trans-disciplinary involvement, and regional perspective.

The International Social Science Council (ISSC) and the International Council for Science (ICSU), in collaboration with the International Network of Next Generation Ecologists (INNGE) and Institute for New Economic Thinking’s Young Scholars Initiative (INET YSI), are planning to assemble a group of early career researchers with diverse backgrounds and research perspectives to reflect on ecosystems and human wellbeing in the transition towards green economies and debate relevant issues as part of a series of conferences on Integrated Science that are funded by the German Research Foundation (DFG).

The aim is to bring together creative multidimensional, interdisciplinary and trans-disciplinary perspectives to address the complex topic of how future societies deal with ecosystems and human wellbeing. Young scientists will debate issues relating to the topic, questioning key assumptions, theories and models underlying the current research on ecosystems, human wellbeing, and the transformation towards green economies; dynamics of governance, justice, authority at global and local levels; and the development of research methodologies to assess change in the transformations towards sustainability.

They are expected to devise the next generation of research programmes and projects, looking for solutions that help the transformations to reach global sustainability.

Young scientists are invited to submit applications for participation in a Networking Conference on Integrated Science.

The DFG/ICSU/ISSC Young Scientists Networking Conference on Integrated Science discussing the theme of Ecosystems and human wellbeing in the green economy will take place in Villa Vigoni, the German-Italian Centre for Cultural and Scientific Exchange at Lake Como in Italy, from 25-31 May, 2014. The International Council for Science (ICSU), the German Research Foundation (DFG), and the International Social Science Council (ISSC) are inviting applications for participation by young scientists. The conference is kindly funded by the German Research Foundation.

Closing date for applications: 7 January 2014.

The Networking Conference is open to post-doctoral researchers interested in the collaboration between the social and the natural sciences. The conference will bring together senior and leading scientists and researchers with a diversity of perspectives to identify top priority questions for future research on the topic.

The meeting is designed to become the starting point for new international integrated science research spearheaded by Future Earth. They will provide not only a chance to fully realise the overview of the state of the art in the topic/field, but also to interact and network with leading thinkers – forging new collaborations, and fostering new compelling integrated science.

Selection criteria

1. General eligibility of Candidates
 Post-doctoral researchers with no more than 10 years work experience following their PhD; or individuals with equivalent qualifications (preferably under the age of 40)
 Interest in international, trans-disciplinary, intercultural research cooperation

Professor Ali Mazrui: A Legacy of Inspiration

A CODESRIA Seminar –

Technical University of Mombasa, Kenya. 15th December, 2014

All through his life, Professor Ali Mazrui worked tirelessly towards the advancement of scholarship, but also of Africa. He taught, wrote, produced the famous TV documentary titled The Africans: A Triple Heritage, and fought for the defense of truth and of Africa. He has published many books, edited many journals, and brought up generations of scholars. In 2003, he received the CODESRIA Life Membership Award during the celebration of the 30th anniversary of CODESRIA, an event where he delivered a keynote speech. He was a proud son of Africa, but also of the world.

To celebrate the life and work of Professor Ali Mazrui, CODESRIA will hold a one-day seminar on Monday, 15th December 2014, at the Technical University of Mombasa, Hospitality & Tourism Training Centre.

La Division de la gestion du Siège est chargée d ’assurer la gestion et la maintenance des locaux et installations de l’Organisation, en consultation directe avec les autorités du pays h ôte et conformément à raccord de siëge conclu avec le pays hôte, ainsi que la gestion de tous les services liés à la sécurité et à la sûreté au Siège et hors Siège. Elle assure également la planification, la gestion et la coordination des conférences, réunions et manifestations culturelles au Siège et, dans le cas des réunions statutaires, hors Siège.

Sous l’autorité générale et la supervision directe du Directeur du Bureau de la gestion des services de soutien (DIRlMSS), le Directeur de la Division de la gestion du Siège exercera un leadership en matière d’encadrement, de supervision et de gestion financière et s’attachera à promouvoir des services tournés vers le dient. Le/la titulaire devra notamment:

 conduire les stratégies, politiques et projets de la Division, y compris en ce qui concerne les accords de partenariat relatifs à l’utilisation des locaux;
 nouer et entretenir des relations avec les Étals membres, notamment en supervisant le Secrétariat du Comité du Siège, tout en contrôlant la gestion et la solvabilité du Fonds d’utilisation des locaux du Siège (HQF) et du Compte spécial des services d’interprétation (SAI) ainsi que le suivi et la mise en oeuvre des décisions correspondantes du Comité du Siège.

Lella titulaire assurera également la gestion globale des ressources humaines et financières de la Division, ainsi que la planification et la coordination de ses activités et plans d’action, y compris la mobilisation de ressources extrabudgétaires et la création de partenariats.

FORMATION

 Diplôme universitaire supérieur en administration publique ou gestion d’entreprise, ingénierie, gestion des installations, sciences sociales ou autre domaine pertinent.

 Au moins 15 ans d’expérience professionnelle pertinente à des postes de direction au sein d’une organisation internationale, intergouvernementale ou publique d’une complexité comparable.
 Expérience de la mobilisation de ressources et de la création de partenariats.

APERÇU DES FONCTIONS DU POSTE

L’Institut international de l’UNESCO pour le renforcement des capacités en Afrique (IIRCA) fait partie intégrante du Secteur de l’éducation de [’Organisation et jouit. en vertu de ses statuts, de l’autonomie fonctionnelle, sous la supervision de son Conseil d’administration. L ’IIRCA s’attache à promouvoir une approche intégrée du
renforcement des capacités qui inclut la formation, la recherche et l’assistance technique dans des domaines tels que les politiques efficaces de perfectionnement des enseignants, l’assurance qualité et une meilleure gestion des établissements de formation des enseignants. II répond aux questions liées aussi bien à la demande qu’à l’offre d’enseignants et fait en sorte que les institutions éducatives d’Afrique œuvrant dans le domaine de la formation des enseignants aient accès aux plus récents travaux de recherche et exemples de bonnes pratiques.

Sous l’autorité de la Directrice générale de l’UNESCO et la supervision directe du Sous-Directeur général pour l’éducation, le/la titulaire assure la direction intellectuelle et définit une vision stratégique pour le programme et le personnel de l’IIRCA. En outre, il/elle propose au Conseil d’administration de l’IIRCA, pour approbation, les stratégies à moyen terme et les plans opérationnels de l’Institut, ainsi que les budgets correspondants. Le/la titulaire veille également à ce que l’IIRCA contribue pleinement à la réalisation des objectifs de l’UNESCO.

Guidé(e) par les orientations générales fixées par le Conseil d’administration pour le programme et budget de l’IIRCA, le/la titulaire est chargé(e) d’administrer l’Institut, d’élaborer et d’exécuter son programme et budget, ainsi que d’en rendre compte. Les responsabilités du/de la titulaire comprennent également : la planification, le recrutement et la gestion des performances des ressources humaines, en vue de constituer des équipes motivées et efficaces dotées des compétences adéquates pour atteindre les objectifs de l’IIRCA : la mobilisation de ressources: la promotion de l’IIRCA à l’extérieur et les relations avec les partenaires financiers et les ministères de l’éducation, ainsi qu’avec les autres parties prenantes de l’IIRCA. II/elle entretiendra également une coopération étroite avec la Commission de l’Union africaine, les
autorités nationales, les autres institutions du système des Nations Unies, les banques de développement, les ONG et les organisations bilatérales, afin de mettre en oeuvre, superviser et évaluer des programmes dans le domaine des politiques de perfectionnement des enseignants.

QUALIFICATIONS REQUISES

FORMATION
 Diplôme universitaire supérieur (de préférence doctorat ou équivalent) dans des domaines en rapport avec l’éducation, la planification de l’éducation, l’administration de l’éducation, la conception de programmes de formation et l’économie de l’éducation.

EXPÉRIENCE PROFESSIONNELLE
 Au moins 15 ans d’expérience pertinente des questions d’éducation dans les pays d’Afrique subsaharienne à des postes de direction, tant au niveau international que national, dont au moins 6 ans au niveau international, étayée par plusieurs années d’expérience en matière de politiques relatives aux enseignants, d’enseignement à distance, de planification et de gestion de projets et de méthodes de recherche.
