The Council for the Development of Social Science Research in Africa (CODESRIA) invites applications from African academics and researchers to fill three vacant positions of Programme Manager in its pan-African Secretariat located in Dakar, Senegal. These are middle level positions in the Council whose recruitment is under the direction of the Executive Secretary. The successful candidates will work as members of the Secretariat under the overall supervision of the Executive Secretary of the Council. The successful applicants will be deployed to serve in the Research and the Training, Grants and Fellowships Programs of the Council, and also undertake inter-Program responsibilities, managing special programs in the Office of the Executive Secretary under the leadership of the Deputy Executive Secretary.

Effective 2020, CODESRIA will relaunch a number of programs that have been in abeyance including the program on Academic Freedom. The Council will also enhance its specific focus on gender and the humanities by revitalizing the gender symposium and the series of engagements around African History. Further, the Council will commence a specific Humanities project on re-imagining the Sahel that should grow into a flagship engagement of the Council in the coming years. The revitalized programs require constant engagement with the CODESRIA community, dissemination through different media, but more specifically use of web-based tools, policy advocacy and preparation of reports to partners. The program manager positions being advertised are intended to support the Council’s efforts towards implementing activities related to these programs and those applying should highlight the skills they have that would benefit successful implementation of the activities.

The Position and Responsibilities

The Programme Manager will be a staff member with overall management responsibility for one or a combination of programs outlined above under the overall direction of the head of program or Deputy Executive Secretary. The program manager will also be called upon to assist other activities in the Council and offer both intellectual and administrative leadership to program assistants under him/her. Specifically, the responsibilities of the program manager will include the following:

  • Overseeing daily operations of assigned programs with an emphasis on interfacing the academic aspects with the administrative components;
  • Be responsible, under the direction of the program head, for the successful coordination, delivery and reporting on the activities of the various programs;
  • Oversee the overall integrity and coherence of the program activities through the development and maintenance of physical and digital records of program activities;
  • Planning and designing program activities and proactively monitoring progress;
  • Ensuring effective internal quality assurance benchmarks for the various program activities and the overall integrity of the activities;
  • Drawing and managing the budgets for the various activities under the supervision of the head of program, including monitoring expenditure and costs against delivered and realized outputs;
  • Managing communication with different stakeholders;
  • Maintaining or assisting to maintain an active web presence of program activities, including dissemination of program outputs and advocacy to various stakeholders;
  • Support the program head in initiating more activities and in fundraising initiatives;
  • Preparing regular program progress, reports and updates as may be required;

Skills and attributes for the Program Manager.

The individuals appointed as program managers should have academic specialization in the social sciences and humanities disciplines and/or higher education studies with at least a Masters qualification. Those at advanced phase of doctoral studies will be preferable. The balance of skills for the candidates to be considered as program manager will include the following:

  • Effective leadership, interpersonal and communication skills;
  • The ability to command respect and to create a sense of community at the secretariat;
  • Good knowledge of planning and monitoring program activities;
  • Skills in using the web to disseminate program activities;
  • Good knowledge of program and project management;
  • Good knowledge of budgeting and resource allocation procedures;
  • The ability to resolve or pre-empt problems
  • Demonstrable ability to work within tight deadlines.

Conditions of Work

The work place is in Dakar, Senegal at the CODESRIA headquarters.
